ECO4 Scheme in the Black Country: Are You Eligible? (2026 Guide)
Who qualifies for free insulation under ECO4, the two routes to eligibility, and how to apply through your Black Country council before the scheme closes.
If your home is cold, your bills are high, and you have heard that the government will pay for insulation, ECO4 is probably the scheme you are thinking of. It is the largest source of free insulation funding in the Black Country, and a great many local homes qualify. The catch is that the rules are not obvious, and the scheme closes at the end of 2026. This guide explains exactly who is eligible and how to apply.
What is the ECO4 scheme?
ECO stands for the Energy Company Obligation. It is a government scheme that requires the larger energy suppliers to fund energy efficiency improvements in lower-income and vulnerable homes. We are now in its fourth phase, ECO4, which began in 2022 and runs until 31 December 2026. Under it, eligible households can have cavity wall, loft, solid wall and floor insulation installed free of charge, often alongside heating upgrades.
Route one: benefit-based eligibility
The simplest way to qualify is by receiving a means-tested benefit. If you or someone living in your home receives any of the following, your property is very likely eligible:
- Universal Credit
- Pension Credit (Guarantee Credit or Savings Credit)
- Income Support
- Income-based Jobseeker's Allowance (JSA)
- Income-related Employment and Support Allowance (ESA)
- Child Tax Credit and Working Tax Credit
- Housing Benefit
The property also needs to fall within the EPC bands the scheme targets, typically D to G, which the vast majority of older Black Country homes do.
Route two: LA Flex (no benefit needed)
Many households that genuinely need help do not claim a qualifying benefit, for example pensioners on a modest private income or families just above the benefit threshold. LA Flex, or Local Authority Flexible Eligibility, exists for exactly these cases. It lets each council set its own additional criteria and declare a household eligible for ECO4.
In our area, City of Wolverhampton Council, Walsall Council, Dudley Metropolitan Borough Council and Telford & Wrekin Council each publish their own Statement of Intent setting out their LA Flex rules. The criteria usually include one or more of:
- A total household income below a set threshold (commonly around £31,000, but it varies by council).
- A resident with a health condition made worse by living in a cold home, such as a respiratory, cardiovascular or limited-mobility condition.
- Living in a postcode or area identified as being at high risk of fuel poverty.

How to apply through your Black Country council
- Check your eligibility. Confirm whether you qualify through a benefit or through LA Flex. We do this free.

- Funding approval. We submit the application, including any council LA Flex declaration, to secure the funding.
- Installation. Once approved, a TrustMark registered installer fits the measures at no cost to you.
Why the December 2026 deadline matters
ECO4 is funded only until 31 December 2026. As the deadline approaches, demand rises and the availability of surveyors and installers tightens. Leaving an application to the last few months risks missing out if capacity runs short.
